Reserve Police Officer

Position Overview

The Hayward Police Department is actively seeking Reserve Police Officers to serve on a voluntary basis. Reserve Officers play a critical role in supporting our department and enhancing public safety across Hayward. This is a non-paid, volunteer position requiring a minimum of 16 hours of service per month.

Responsibilities include:

  • Assisting with patrol operations and traffic enforcement

  • Participating in criminal and juvenile investigations

  • Operating patrol vehicles and utilizing police radio systems

  • Writing reports, issuing citations, and making arrests

  • Testifying in court as needed

  • Supporting public outreach and community engagement initiatives

  • Serving in the communications center (select officers)

Minimum Qualifications

  • Experience and Certification: No experience or POST certification for entry level, Level III Reserve Officer. Level II Reserve Officer must have have a valid Level II POST certification, or be enrolled in Level II module. A Level I Reserve Officer must have a Basic POST Academy certificate, or be enrolled in the Level I module.

  • Education: High school diploma or equivalent.

  • Licenses: Possession and maintenance of a valid Class C California Driver's License.

Selection Procedure

  • Candidates must submit a completed City of Hayward job application.

  • Pre-qualifying background questionnaire via Survey Monkey to determine the eligibility to advance in the process.

  • POST Entry Level Law Enforcement Test Battery (PELLETB) Exam, that candidates must receive a score of 46 or higher to advance in the process.

  • Physical Agility Test where all components of the event must be passed in order to continue to the next phase of the process.

  • Computer administered writing skills examination (different from the POST written examination) designed to evaluate your writing skills and abilities.

  • Oral Panel Interview where candidates will be interviewed by a qualifications appraisal panel to determine ranking on the Reserve Officer Eligibility List.

  • Those candidates ranking highest on the Reserve Officer Eligibility List, will be granted a selection interview where they will be interviewed by the Personnel and Training Administrator of the Hayward Police Department.

  • Those candidates deemed most highly qualified from the selection interview may be invited to interview with the Chief of Police.

  • Final selection and job offer is contingent upon successful completion of a comprehensive police background investigation, including personal history, prior job performance and activities that may negatively affect job performance, as well a medical examination and psychological examination.

Job-Related Testing (1-Day Process)

Schedule:

  • 8:30 AM: Check-in begins (bring photo ID)

  • 9:00 – 11:00 AM: Physical Agility Exam (WSTB) + 1.5-mile run

  • 11:30 AM – 2:45 PM: PELLETB written exam

OR

Submit valid WSTB and/or NTN scores (dated within 12 months) instead.

Step 5

Eligible List

Qualified candidates will be placed on a ranked list for potential hire.

Step 6

Background Investigation

Includes fingerprinting, credit/criminal check, drug test, polygraph, and psychological/medical exams.
